DIRECTION AND CONTROL

1. PURPOSE
To establish policies and procedures for direction and control of emergency operations within the City.
To explain how the City provides direction and control during emergency operations and continuity of operations in response to emergency situations.
2. SITUATION
A. Emergency Operations Center (EOC)
The Emergency Operations Center (EOC) is the central point for coordination, communication, warning and for direction and control of emergency response forces. The EOC has a 24-hour staffing capability.
B. Location
The EOC and the 911 Communications Center are located on the second floor at 2925 Railroad Street, Pittsburgh PA 15201.
C. Dispatch
Dispatch of emergency services is controlled from the 911 Communications Center, 24 hours a day, 7 days a week.
D. General Application
The direction and control activities outlined in this annex are generally applicable to all emergency situations and will provide
adequate direction and control of emergency operations.
3. CONCEPT OF OPERATIONS
A. General
1. Responsibility
Responsibility for emergency management rests with the Mayor of the City of Pittsburgh.
2. Coordination
All direction and control activities will be coordinated through one central facility, the EOC. It will provide the most efficient response to every potential emergency. Coordination of activities will ensure that all tasks are accomplished with little or no duplication.
3. Mayor
The Mayor will develop policy and may direct all emergency operations. The Emergency Management Director (EMD) will act as the Mayor's Chief of Staff. The EMD will be assisted by a staff comprised of representatives from appropriate services and agencies.
4. On-Scene Command
The policies for on-scene command, during emergencies, are established by the EMD.

4. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES
A. City Departments and Agencies
Duties and responsibilities for City departments and other agencies are assigned in 4.B. of the Basic Plan. The specific
EOC staff members to be activated will depend on the emergency
situation (Appendix 1).
B. City Staff, Volunteer Agencies, Other Supporting Organizations
1. Emergency Management Director
a. Act as the Chief of Staff for the Mayor
b. Staffing - Recommend persons to Mayor to fill Emergency Management Agency staff positions listed in the Basic Plan, paragraphs
4.B.3.b to 4.B.3.q.
c. City Hazard Vulnerability Analysis - Conduct and keep current the City Hazard Vulnerability Analysis (HVA). HVA will include a hazard mitigation program section that assigns priority for corrective and preventive flood actions/measures. Nuclear attack threat should also be addressed, if applicable.
d. Control the City Warning Center.
e. Direct and Coordinate - Direct and coordinate the activities of all staff groups and emergency forces. Develop an EOC Standard Operating Procedure (SOP), manage the EOC during emergencies and provide administrative and logistical support to response organizations represented in the EOC. When evacuation to alternate EOC becomes necessary, coordinate the evacuation and manage the alternate EOC.
f. Coordinate with PEMA - Maintain coordination with PEMA area office, provide situation reports to PEMA; coordinate with county and state agencies when involved.
g. Coordinate Assistance from Private Sector - Coordinate assistance from private sector and voluntary organizations to include coordinating contracts, mutual support agreements and other documents as required to provide adequate support for emergency operations.
h. Observation and Warning for Flooding - In coordination with other municipalities, establish and coordinate observation and warning procedures for flooding and dam failure.
i. Coordinate Search and Rescue (SAR) - Coordinate the development, maintenance and training of Search and Rescue (SAR) capabilities.
j. Coordinate all radiological protection activities.
k. Training Programs - Provide individual and organizational training programs for municipal officials to maintain adequate skill levels, team staffing and cohesiveness.
l. Inform Mayor - Receive, evaluate and disseminate information to the Mayor, as necessary.
m. Resource Management - Determine resource management priorities and allocate distribution of City resources through the Operations Officer.
n. Damage Assessment/Cost Recovery Reports - Consolidate damage assessment and/or cost recovery reports; coordinate damage/cost recovery reports with the Mayor and forward expeditiously to PEMA. Maintain complete records of damage assessment/cost recovery reports.
o. Damage Assessment Reports/Cost Recovery Reports - Consolidate damage assessment and/or cost recovery reports; coordinate damage/cost recovery reports with the Mayor and forward expeditiously to PEMA. Maintain complete records of damage assessment/cost recovery reports.
p. Interpret and Evaluate Information - Interpret and evaluate information; brief EOC staff regularly when activated. Conduct shift change briefings.
q. EBS - Activate and use EBS when appropriate. Release EBS messages.
r. 24-Hour Staffing - Provide for 24-hour staffing of the EOC. Ensure timely mobilization of full EMA staff as necessary

s. Coordinate all radiological defense activities.
t. Implement Evacuation Orders - Implement evacuation order from the Mayor or the Governor.
u. Coordinate Evacuation - Coordinate evacuation effort when two or more municipalities are involved. When other counties are
involved, work closely with PEMA who will direct the evacuation effort.
v. Coordinate Special Evacuation Needs - Coordinate with school districts, private schools and other educational institutions, with health and medical institutions, to determine necessary planning for special evacuation needs.
w. Conduct Exercises - Conduct annual exercises, as necessary, to maintain proficiency of EMA staff and emergency response
organizations. Participate in all tests, drills and exercises scheduled by PEMA or the Federal Government.
x. Plan for Special Needs - Plan for persons with special needs during emergencies to include the hearing and mobility impaired and non-English speaking populations.
y. Voluntary Donations - Arrange for the organization, management, coordination and channeling of donations and services of individual citizens and volunteer groups during emergency situations.
z. Maintain Record of Storage Tanks - Maintain a current list of addresses and capacities of all above-ground storage tanks in excess of 21,000 gallons within the City (See Annex F, Appendix 7).
aa. Identify Water Intakes - In coordination with the Department of Environmental Resources and the Public Works/Engineering Officer, maintain addresses of all water intakes within the City (See Annex P, para. 4.B.6.)
bb. Develop Mutual Aid Agreements - Develop written mutual aid or cooperative assistance agreements with neighboring jurisdictions for aid and resources.
cc. Maintain EOP - Maintain the City Emergency Operations Plan in conformance with PEMA guidance; direct reviews annually of the basic plan and all annexes after emergencies or exercises. Review biennially to ensure currentness.
2. Operations Officer
a. Assist EMD - Assist Director and administratively manage the EOC.
b. Develop an operations staffing schedule and shifts.
c. Ensure situations are posted on maps and charts in EOC.
d. Supervise message flow and ensure proper handling.
e. Maintain Coordination. - Maintain continuing coordination with areas.
f. Keep Director, and P10 informed.
g. Reporting and Documentation Techniques. - Assign and brief personnel on reporting and documentation
techniques required for reimbursement of disaster-related activities.
h. Ensure Readiness of EOC - Ensure the readiness of the EOC with respect to materials and supplies necessary for operations.
i. Assist with Supervision - Assist in supervising and coordinating the activities of the staff groups within the EOC.
j. Coordinate with other staff groups.
k. Review and Revise Direction and Control Annex - In coordination with the EMD, review and revise, as necessary, the Direction and Control Annex after participating in emergencies and exercises.
3. Situation Analyst (See Annex N for Radiological Defense related duties).
a. Analyze Situation - Gather information from EOC Officers and other sources to analyze situation and advise the coordinator.
b. Plot Damage Areas - Plot damage areas and estimate population exposure.
c. Recommend Evacuations - Anticipate the need to recommend evacuation to include which reception and mass care centers should be activated.
4. Communications Officer (Also performs duties of Warning Officer. See Annex B, Communications)
a. Maintains Communications - Maintain communications with PEMA, PEMA Area Office, municipalities within the County, Allegheny County, support counties, and with key County and state governmental activities and field units as prescribed in Annex B.
b. Emergency Communications - Provide for emergency communications in the event of a power failure or loss of telephone communications.
c. Coordinate with other staff groups.
d. Advise Operations Officer - Keep Operations Officer advised of status of all communications.
e. Review and Revise Communications Annex - Review and revise, as necessary, the Communications Annex after emergencies and exercises.
5. Warning Officer (Duties performed by Communications Officer (See Annex C, Warning)
a. Alert and Warning - Receive and disseminate alert/warning information to include Mayor and EMA staff as required.
b. Test warning systems.
c. Coordinate maintenance of warning systems.
6. Public Information Officer (See Annex D, Emergency Public
Information)
a. Provide advice - Provide information and advice on public information matters.
b. Liaison - Act as liaison with news media organizations throughout the City.
c. Coordinate Emergency Broadcast System (EBS) messages.
d. Public Information Materials - Prepare and distribute public information materials prior to an emergency.
e. Emergency Information - Prepare and release emergency information and instructions to the public as directed by the Mayor, including information on nuclear attack and protective actions.
f. Media Room - Ensure the availability of a media room and a rumor control phone.
g. Coordinate with other City staff groups.
h. Keep Operations Officer informed of status.
i. Review and Revise Public Information Annex - Review and revise the Public Information Annex, as necessary, after emergencies and exercises.
7. Hazardous Materials Officer (See Annex F, Hazardous Materials
a. Superfund Amendments and Reauthorization Act. - Maintain information on Superfund Amendments and Reauthorization Act, October 17, 1986.
b. CHEMTREC - Coordinate with the Chemical Transportation Emergency Center (CHEMTREC) regarding hazmat responsibilities.
c. Extremely Hazardous Substances List - Maintain Extremely Hazardous Substances List with emphasis on those manufactured or stored in the City.
d. Above-ground Storage Tanks - Maintain a current list of addresses and capacities of all above and below ground storage tanks within the City.
e. Provide Decision Makers Advice - Provide decision makers advice on the hazards associated with hazardous materials.
f. Radioactive Spills - Coordinate with Radiological Officer regarding spills of radioactive materials.
8. Police Services Officer (See Annex H, Police Services)
a. Provide information and advice on law enforcement.
b. Liaison with other police agencies - Act as liaison with other police throughout the area concerning law enforcement, traffic control and security.
c. Coordinate Disaster Operations - Coordinate disaster operations of police organizations within the area.
d. Protection of Vital Installations/Facilities - Coordinate protection of vital installations/activities as determined by the Emergency Management Director.
e. Coordinate ACPs and TCPs - Coordinate the manning of Access Control Points (ACPs) and Traffic Control Points (TPCs) with the Pennsylvania State Police and the National Guard, as necessary.
f. Coordinate with other City staff groups.
g. Keep Operations Officer advised of status.
h. Review and Revise Police Services Annex - Review and revise, as necessary, the Police Services Annex after emergencies and exercises.
9. Fire Officer (See Annex I, Fire Services; Annex F, Hazardous Materials.
a. Provide information and advice on fire and other matters.
b. Liaison with other Fire Groups - Act as liaison with other fire and staff groups throughout the area.
c. Coordinate Municipal Fire Company Disaster Operations - Coordinate disaster operations of other fire and organizations within the area. Obtain advice from Radiological Officer in coordinating cleanup of radioactive materials spills.
d. Coordinate with other City Staff Groups.
e. Keep Operations Officer informed of status.
f. Review and Revise Fire Services Annex - Review and revise, as necessary, the Fire Services Annex after emergencies and exercises.
10. Emergency Medical Services Officer (See Annex J, Emergency Medical Services).
a. Provide advice - Provide professional information and advice on medical-rescue matters.
b. Coordination - Coordinate actions with medical facilities throughout the area.
c. Coordinate Disaster Operations - Coordinate disaster operations of medical facilities, organizations and units to include evacuation of medical facilities and nursing homes, if required.
d. Temporary Morgues - Recommend and coordinate the establishment of emergency temporary morgues as required.
e. Public Awareness - Develop and distribute information for public awareness, in cooperation with the Emergency Management Agency and the Public Information Office.
f. Public Water Supplies - Coordinate with the DER Sanitarian Regional Manager, Public Works/Engineering Officer and public water suppliers to ensure that each supplier's Emergency Response Plan for the Safe Drinking Water Program is coordinated and staffed for response activities.
g. Ensure that medical care is available to mass care centers.
h. Cleanup information - Provide general and specific cleanup information to the general public.
i. Keep Operations Officer advised of status.
j. Review and Revise EMS/Rescue Services Annex - Review and revise, as necessary, the EMS/Rescue Services Annex after emergencies and exercises.
11. Rescue Services Officer (See Annex R, Rescue Services)
a. Provide Advice - Provide professional information and advice on rescue matters.
b. Coordination - Coordinate actions with rescue agencies throughout the area.
c. Coordinate Disaster Operations - Coordinate disaster operations of Rescue Services.
d. Public Awareness - Develop and distribute information for public awareness, in cooperation with the Emergency Management Agency and the Public Information Office.
e. Keep operations Officer advised of status.
f. Review and Revise Rescue Services Annex - Review and revise, as necessary, Rescue Services Annex after emergencies and exercises.
12. Mass Care Officer (See Annex K, Mass Care Center Operations)
a. Provide Advice - Provide information and advice on mass care and Red Cross matters to include the methods for relocating essential resources to the reception centers.
b. Coordinate Mass Care Activities - Coordinate with Red Cross representatives responsible for mass care activities in support counties.
c. Coordinate Operation of Mass Care Centers - Coordinate operation of the mass care centers within the City and with those counties where mass care centers will be provided.
d. Maintain mass care agreements.
e. Coordinate with other City staff groups.
f. Keep Operations Officer advised of status.
g. Review and Revise Mass Care Annex - Review and revise, as necessary, the Mass Care Annex after emergencies and exercises.
13. Transportation Officer (See Annex M, Transportation)
a. Provide information and advice on transportation matters.
b. Coordinate Transportation - Coordinate transportation support with school and key transportation industry representatives throughout the City.
c. Coordinate transportation resources for disaster operations.
d. Major Transportation Arteries - In coordination with the Police Services Officer, identify major transportation arteries affected by the disaster and recommend alternate or by-pass routes and TCPs.
e. Vehicles - Provide additional vehicles for prompt transport of individuals and supplies if required. Report unmet needs
to the Emergency Operations Coordinator.
f. Coordinate with other City staff members.
g. Keep Operations Officer advised of status.
h. Review and revise Transportation Annex - Review and revise, as necessary, the transportation Annex
after emergencies and exercises.
14. Radiological Officer (Annex N, Radiological Defense)
a. Provide Advice - Provide information and advice on radiological defense matters. Advise the Hazardous Materials Officer
regarding spills of radioactive material.
b. Receive and maintain incident assessment reports.
c. Determine Radiation Levels - Assist medical personnel in determining radiation levels for contaminated and exposed individuals.
d. Decontamination Stations - Designate location for decontamination stations for emergencies involving radiation contamination.
e. Dosimetry Readings - Serve as the source of information regarding the personal dosimetry readings of emergency workers during an emergency, whether fixed nuclear facility incident, transportation accident, etc.
f. Inventory Radiological Equipment - Collect and inventory radiological equipment and review report forms upon termination of an emergency.
g. Coordinate with County Radiological Officer.
h. Determine radiological defense training requirements.
i. Coordinate with other City staff groups.
j. Keep Operations Officer advised of status.
k. Review and Revise Radiological Defense Annex - Review and revise, as necessary, the Radiological Defense
Annex after emergencies and exercises.
15. Resource Manager (Duties performed by Operations Officer. See Annex O, Resource Management)
a. Provide Advice - Provide information and advice on resource allocation and unmet needs.
b. Analyze City resources and City emergency needs.
c. City Resources - Allocates and directs distribution of City resources in coordination with EMD.
d. Coordinate implementation of mutual aid agreements.
e. Maintain and coordinate the City Resource Manual.
16. Public Works/Engineering/Water Officer (See Annex P, Public Works and Engineering Services)
a. Information on Public Works - Provide information and advice on public works and engineering matters to include water sewage, road construction and repair, and building inspection and maintenance.
b. Coordinate with Counterparts - Coordinate with municipal public works and private utilities throughout the City.
c. Coordinate Operations - Coordinate local disaster public works and engineering operations carried out within the City.
d. Manage City Engineering Resources - Manage City engineering resources, both in the public and private sector.
e. Reimbursement - Maintain documentation for all work-related jobs undertaken to ensure eligibility for reimbursement.
f. Reports on Damage - Provide Emergency Management Director with reports on damage sustained throughout the City.
g. Coordinate with other City staff groups.
h. Keep Operations Officer advised of status.
i. Public Works/Engineering Annex - Review and revise, as necessary, the Public Works, Engineering, and Water Services Annex after emergencies and exercises.
17. Damage Assessment Officer (See Annex Q, Damage Assessment and Reporting).
a. Prepare SOP - Prepare Standard Operating Procedures (SOP) to accomplish the damage assessment responsibilities promulgated in this plan.
b. Damage Assessment Capability - Establish a damage assessment capability as an integral part of the City emergency organization.
c. Coordinate - Coordinate the assessment of damage to public and private property with the Emergency Management Director.
d. Gather Information - Gather information on the number of casualties, homeless persons, mass care requirements, and local expenditures and obligations for emergency public assistance.
e. Consolidate Damage Reports - Consolidate damage reports from the areas within the City.
f. Prepare and Update Reports - Prepare initial and update disaster situation reports in the format outlined in Appendix 1 of Annex Q.
g. Forward Consolidated Report - After approval by the Mayor, forward the consolidated report to the PEMA Area Office.
h. State/Federal Assessment - If a follow-up State/Federal assessment becomes necessary, assist by coordinating with City officials and identifying damaged areas.
i. Record of Reports - Maintain a record of reports of damage assessments, including photographic, map and sketch documentation.
j. Specialized Assistance - Request additional or specialized assistance needed by the City to carry out these responsibilities from the PEMA Area Office.
k. Review and revise, as necessary, Annex Q, Damage Assessment and Reporting after emergencies and exercises.
18. School Services Officer (See Annex 5, Education Services)
a. Provide advice - Provide information and advice on schools and other educational institutions.
b. Coordinate with school districts and colleges.
c. Coordinate with other City staff groups.
d. Keep Operations Officer advised of status.
