Roll Call & Call to Order

The EIIP Planning Team met via conference call on Friday, July 31, 1998, 12:00 Noon EDT.

Call to Order: The meeting was called to order by Avagene Moore, EIIP Coordinator.

Participants: Vernon Adler, Elizabeth Armstrong, David Butler, Randy Duncan, Kevin Farrell, Chip Hines, Phyllis Mann, Avagene Moore, Claire Rubin, and Amy Sebring.

Amendments to the Agenda: None.

Old Business

Purpose of Planning Team: Avagene briefly overviewed the history of earlier multiple work groups and how the work and membership of the groups overlapped, resulting in the formation in September '97 of one group, the EIIP Planning Team. The year's work has been guided by the '98 EIIP Strategic Plan. The year's guidance document served the Planning Team well; there will be carryover work to be done in long range planning with emphasis on outreach and education. The growth of the Partnership and the Virtual Forum --- 1st Year of the Virtual Forum to be celebrated August 5 --- demonstrates the viability of the concept as envisioned; the coming year and beyond are contingent upon increasing funds to support future growth.

New Business

Quick Looks at:

  • WMD and possible EIIP Role - Bob Coullahan was unable to attend the meeting; the Planning Team looks forward to hearing from Bob when he can meet with us.

  • EIIP Representation during July - The EIIP was present at the 23rd Annual Hazards Research & Applications Workshop in Boulder, July 12-15; Avagene spoke in a panel session and reported on contacts and new Partners from that meeting; Amy reported on the GDIN meeting at the State Department in Washington DC July 16-17 and the FEMA/Argonne Technology Conference in Argonne, IL July 21-24; Amy conducted a Virtual Forum 'Live! from' session during the Technology Conference on July 22.

Reports:

  • Business Models: Beth Armstrong and Vernon Adler - Beth and Vern took input from summary of EIIP status by David Butler and delivered options to the Planning Team. Discussion covered FEMA/IAEM Cooperative Agreement and support of EIIP by IAEM officers and membership.

  • Potential Funding and Status: Beth and Avagene - A letter of inquiry was sent to Gerry Hoetmer, Public Entity Risk Institute (PERI); a similar letter will be sent to Lowe's Home Safety Council and the National Science Foundation (NSF) as sources of potential grant monies. Other sources were briefly mentioned.

  • Draft Budget - A broad outline of budget options will be sent to Planning Team Members for consideration before the next meeting.

Long Range Plan:

  • Remainder of Fiscal Year - The Planning Team agreed that finding/securing additional funding for 1999 and beyond is critical at this point.

  • Planning Team Role - Various means of support and outreach are important to the EIIP's future. Was suggested that the Planning Team plan a physical meeting if possible; IAEM representatives suggested the meeting take place at their annual conference in Norfolk VA in November. There will be more discussion later.

  • Utilization of Group Systems Software - Using FEMA's Group Systems Software was suggested as a means of making decisions related to long range planning for the EIIP. The group as a whole needs more information and perhaps an opportunity to learn and test the software before actually trying the online decision making tool. Follow up is needed.

Assignments

  • Highlights of meeting and draft budget will be sent to Planning Team members.

  • Additional letters/contacts/inquiries re: funding will be sent (see discussion above.)

  • All Planning Team members are requested to schedule meeting date and be present.

  • Agenda and reminder will be sent to the Planning Team.

The EIIP Planning Team will meet on Friday, August 21, 12:00 Noon EDT.
