The EIIP Planning Team met via conference call on Friday, April 3, 1998, 12:00 Noon EST. Planning Team members were asked to prepare by being ready to discuss second draft, "Proposed Model for Architecture of a Regional Emergency Management Network and Study" (Model 2 document), prepared by Amy Sebring, EIIP Technical Projects Coordinator.

Call to Order: The meeting was called to order by Avagene Moore, EIIP Coordinator.
Participants: Vern Adler, Claire Rubin, Kevin Farrell, Avagene Moore, and Amy Sebring. Chip Hines notified the group he was unavailable for today's meeting due to a work deadline; David Butler left for Poland on a work-related assignment last week.

Amendments to the Agenda: None.

Planning Team Meeting with IAEM Conference: Beth Armstrong will be asked to tentatively reserve a room for the Planning Team; the group felt it was a bit early to make definite plans for the conference although EIIP will be a player and exhibitor at the IAEM Annual meeting.

Discuss Model 2 draft: Amy received several sets of comments and revised the concept for clarification and added a portion on implementation of a demonstration prototype. Amy overviewed her ideas to the meeting participants.

Determine next steps: After some discussion and questions, was suggested we need more input from other Planning Team members. There were too few meeting participants and comments for consensus on the revised document. Discussion included cultural issue of why emergency managers, at all levels, are not using even the simplest technologies, i.e., email, as part of reason for demonstration model.

The EIIP Planning Team meeting adjourned at 1:10 PM EST.
