Abstract:
Can various Internet technologies be successfully used to enhance regional cooperation and coordination across the multitude of organizations and disciplines typically involved in disaster mitigation, preparedness, response, and recovery? The answer to this question may be discovered using an experimental approach, implementing a prototypical, cross-organizational, regional Intranet. Such an experiment is currently underway in the Red River Basin area of the north-central United States and Canada. The purpose of this paper is to describe the beginnings of this experiment, when it was less than two months old. It describes some of the significant characteristics of the geographic region in which it is taking place, basic assumptions, implementation strategies, and specific Internet technologies and techniques employed to date. While the final outcomes are not presently known, some early indications are suggested in conclusion.
