STATUS REPORT

Goals of the Higher Ed Project:
To enhance our profession of emergency management by supporting the establishment of an Emergency Management Degree Program in every State.
To support the teaching of emergency management in colleges and universities across the country.
Degree Programs In Place:
At the Certificate, Concentration or Diploma level are:
- California State University, Long Beach, offers through its extension program a non-credit Disaster Recovery Certificate Program.
- California State University, Los Angeles, offers through its Office of Continuing Education a Certificate Program in Emergency Management.
- Eastern Michigan University offers a Concentration in Emergency Management at the Bachelors and Masters levels.
- Florida International University has a Certificate in Emergency Management and Hazard Mitigation.
- Frontier Community College, Fairfield, IL offers an Emergency Disaster Services Technology Certificate Program.
- University of California Extension at Berkeley offers an eight-course Emergency Preparedness Planning and Management Certificate.
- In 1997 the University of Phoenix developed a certificate in Contingency Planning & Management, aimed primarily at business and industry continuing educational needs. Met with University representatives September 14, 1997 in Phoenix. If certificate program is successful, would like to develop BA program.
- University of Utah: The Center for Natural and Technological Hazards in the Department of Geography offers five emergency management certificates.
- University of Wisconsin: The Disaster Management Center offers a Diploma in Disaster Management.
At the Associate Degree level:
- Delaware Technical & Community College, Emer. Mgmt. AD.
- Front Range Community College, Fort Collins, CO. (AD)
- Garland County Community College, Hot Springs, AR has an Applied Sciences in Emergency Services Management AD.
- Quincy College (MA), Certificate and Associate Degree in Emergency Management. (1997)
- Red Rocks Community College, Lakewood CO, has a Certificate in Emergency Management and Planning and an Associate Degree with a concentration in emergency management.
- St. Petersburg Junior College (FL), Emer. Mgmt.& Admin. AD.
At the Bachelor Degree level:
- Arkansas Tech University (Russellville), Emer. Mgmt. BA.
- Rochester Institute of Technology offers distance learning Continuing Education Certificate and Bachelor of Science programs with a concentration in emergency management.
- Thomas Edison State College in Trenton, NJ offers distance learning degrees at the Associate and Baccalaureate levels.
- The University of North Texas offers a traditional 4-year degree program in "Emergency Administration and Management."
- The University of Richmond (VA), has an Emergency Services Management Certificate program, AD in Applied Studies, and BA in Emergency Services Management.
At the Master Degree level:
- Allegheny University of the Health Sciences in Pittsburgh started offering a Master of Science Degree in Emergency and Public Safety Services with a concentration in Emergency Management, in the Fall of 1997.
- George Washington University in Washington, DC offers a Crisis and Emergency Management Concentration within a Master of Engineering Management MA Degree Program. (Course offerings began Fall Semester, 1997 with course on "Information Technology in Crisis and Emergency Management." Anticipate making a decision on transitioning into independent Masters in Emergency Management in three years, based upon student interest and success of the Emergency Management Concentration.)
- Hope International University in Fullerton, CA began a Masters in Management with an emphasis in Crisis and Emergency Management during the summer of 1997.
- Oklahoma State University (Stillwater), MA in Political Science with concentrations in fire and emergency management -- began Fall Semester, 1997.
(A 39 credit hour plus practicum program, with four elective courses allowing students to specialize in Emergency Management, Fire Service Management, or a combination of both.)
The following programs are in the proposal or development stages:
Associate Degree Programs:
- California Community College System, AD in Emer. Mgmt.
(The Santa Monica Community College District received a grant from the Chancellor's Office of the California Community Colleges System the Summer of 1997 "to develop a Professional Development and Integrated Emergency Management Curriculum for the community colleges of California."
The goal of this project is for every California community college to offer at least one emergency management course (to be developed) and for "regional" community colleges to offer an Associate Degree in emergency management.
The FEMA Higher Education Project was credited as the stimulus of this initiative and the Higher Education Project Manager has been asked to serve on the California Community College Emergency Management Consortium, which will develop and implement an emergency management program.)
- Central Community College (Columbus, Nebraska): Proposal has been submitted to the Nebraska Community College Coordinating Commission to develop an Emergency Services Associate Degree Program.
- Clackamas County Community College (OR) An Emergency Management AD
- College of Eastern Utah, Price Utah, is investigating the development of an Associates Degree in Emergency Management, with the possibility of the further development of a BA or BS.
- Harrisburg Area Community College (PA) is investigating the development of an Emergency Management track within the schools Public Safety Administration Curriculum as a complement to the schools long-standing Fire Science Associate Degree program.
- University of Hawaii Community College System, AD in EM.
- The Wyoming Community College System is investigating with Wyoming Emergency Management the development of a State-wide emergency management degree program.
Bachelor Level Programs:
- Arizona State University -- Dr. Danny Peterson is investigating the development of certificate program in emergency management as well as a Bachelor of Applied Science in Fire Science and Emergency Management -- shooting for Fall of 1998.
- Central Missouri State University has proposed a distance learning BS in Emergency Management and Planning anticipated to begin the Fall Semester, 1998.
- Florida International University, Miami, FL (BA or MA)
- Florida Southern University, Lakeland, FL: Investigating the development of a BA in Emergency Management degree program.
- Millersville Univ. of Pennsylvania, minor in emergency management. (A proposal has been submitted to the University and, if approved, courses would begin to be offered the Fall Semester 1998.)
- Penn State University at University Park, minor in natural hazards.
- The University of Akron, Akron, OH (BA in Emergency Mgmt.)
BA degree program has been approved at the departmental level and was submitted for college and university approval the summer of 1997. If approved there will go to Board of Regents for approval. If approved there is anticipated that program will be offered starting June 1998.)
- The University of Central Florida (Emergency Mgmt. minor)
- The University of Florida (Gainesville), BS in Fire and Emergency Services, with a concentration in Emergency Management.
- The University of Puerto Rico is developing an Emergency Management Certificate and BA Degree proposal.
- University of Southern Florida: Working with St. Petersburg Junior College to develop f BA in Emergency Management within next two years.
- The University of Tennessee at Chattanooga, concentration in emergency management program in August, 1998 and a bachelor degree in emergency management in August 1999.
Master Level Programs:
- Florida State University, Tallahassee, FL
-- The Florida Public Affairs Center within the College of Social Sciences has written (October 1997) a proposal to develop a formal curriculum in Emergency Management supporting (1) an undergraduate certificate in Emergency Management, (2) a graduate certificate in Emergency Management (within Public Administration), (3) an emergency management track within the undergraduate degree in Interdisciplinary Social Sciences, and (4) a Masters degree in Public Administration with an Emergency Management Specialization.
- Jacksonville State University in Jacksonville, Alabama is developing a concentration in emergency management within a Masters in Public Administration program. This program has been approved by the Alabama Commission on Higher Education and awaits curriculum development. A total of 36 hours will be required to complete this MPA with 15 semester hours devoted to emergency management.
- University of Washington: A 5-6 course Natural Hazard Management Certificate Program within a Masters of Urban Planning or other Masters Degree is being investigated.
Course Development Status:
- Completed the first three Higher Ed Course Development Efforts:
- Sociology of Disaster, Dr. Thomas Drabek, Univ. of Denver.
- The Social Dimensions of Disaster by Dr. Thomas Drabek.
- The Political and Policy Basis of Emergency Management by Dr. Richard Sylves of the University of Delaware (being formated for Internet release).

- A package of college and university proposals to develop emergency management-related academic programs as an aid to faculty and administrators developing similar proposals.
- A draft Emergency Management Bibliography to aid professors who wish to develop Emergency Management Courses.
- An Internet Higher Education Project Web-site to provide project information, to allow downloading of materials noted above as well as new courses as they become available is located at http://www.fema.gov/emi/higher.htm
