About Eric L. Tolbert Eric Tolbert is Director of the North Carolina Division of Emergency Management, with responsibility for development and management of the state's comprehensive emergency management system. Eric began his emergency management career as a local director and has since served as Area Coordinator and Assistant Director in North Carolina, as well as Chief of the Bureau of Preparedness and Response with the Florida Division of Emergency Management, an returned to North Carolina as Director in 1997 after Hurricane Fran devastated North Carolina. Eric also serves as Chairman of the North Carolina Emergency Response Commission; Co-Chairman of the National Emergency Management Association (NEMA) Preparedness, Training, and Exercise Committee; and, is an appointed member of the Federal Emergency Management Agency's Urban Search and Rescue Advisory Committee. As Director of North Carolina Emergency Management's 150-member organization, Eric has: organized the Division under the Incident Command System (ICS) structure; instituted detailed intergovernmental pre-planning techniques to expedite deliver of critical disaster resources; implemented the nation's second largest hazard mitigation grant program; and, pledged to lead the Division to become America's first accredited state emergency management agency. All of these efforts are designed to maximize service to our customers: the disaster victims of the past, present, and future. |
