About the EIIP and the Virtual Forum

The Emergency Information Infrastructure Project is a non-profit educational organization, dedicated to enhancing the practice of emergency management, and thereby public safety, through offering professional development opportunities to practitioners and other interested persons. The principal way we work to achieve this goal is through presentation in the "Virtual Forum" of timely, disaster-related topics by experts in their fields, by means of Internet-based 'Live Chat' (text) technology. President

Avagene Moore is President and Coordinator of the Emergency Information Infrastructure Project (EIIP). She is responsible for the management and coordination of the EIIP Partnership and oversight of the EIIP Virtual Forum and program schedules. Avagene is a Certified Emergency Manager (CEM) with 28 years of emergency management experience and is a past President of the International Association of Emergency Managers (IAEM). She served as the local emergency program manager in her home county for 16 years and worked four years in the Emergency Management Lab of Oak Ridge Associated Universities prior to her affiliation with the EIIP. She is a life-long resident of Lawrenceburg, Tennessee.

Amy Sebring
Vice President

Amy Sebring is the Technical Projects Coordinator for the EIIP and serves as Webmaster for the Virtual Forum. She previously served as Emergency Information Specialist with the City of Corpus Christi, TX Office of Emergency Management. She continues to participate in regional planning activities including the Corpus Christi Metropolitan Medical Response (MMRS) program and the Coastal Bend Mitigation Action Plan. She is active in the Coastal Bend Emergency Management Association.

Board Member (2004)

Stephen Bender is an architect and independent consultant on risk management and development issues. From 1983 to 2005, he served as principal specialist and division chief in the Department for Sustainable Development (DRD) and its predecessors, project chief of the Natural Hazards Project, and advisor to the director of DRD on issues of planning and environmental management. Before taking this position, he was project chief for the DRD in Uruguay. He also worked as an international consultant from 1976 until 1979, and between 1973 and 1976 he was a founding member of the Rice Center for Community Design and Research at Rice University, and directed the Latin America Program. He was also a faculty member at the Rice University School of Architecture.

Board Member (2004)

Bob Coullahan is currently Senior Vice President for Public Safety, Mission Assurance Services, Inc. (MASI). He served over 20 years with Science Applications International Corporation (SAIC) in various roles including Senior Vice President and Operations Manager for Homeland Security Support. He has a lengthy professional record of leadership in the priority initiatives that define the domestic security challenges of the 21st Century including bioterrorism, critical infrastructure protection, emergency management, domestic preparedness, and humanitarian assistance. Mr. Coullahan is Board-certified in both emergency management (Certified Emergency Manager) and security management (Certified Protection Professional). Mr. Coullahan is also a certified emergency medical technician (EMT) and served in the United States Army.

Board Member (2004)

Dr. Susan Cutter is a Carolina Distinguished Professor of Geography at the University of South Carolina. She is also the Director of the Hazards Research Lab, a research and training center that integrates geographical information science with hazards analysis and management. Dr. Cutter has been working in the risk and hazards fields for more than twenty-five years and is a nationally recognized scholar in this field. She has authored or edited eleven books and more than 75 peer-reviewed articles and book chapters. Dr. Cutter is also the co-founding editor of an interdisciplinary journal, Environmental Hazards.

Dr. Frances Edwards is Director of the Masters of Public Administration program at San Jose State University. Until recently she served as the Director of Emergency Preparedness for the City of San José. She was responsible for San Jose's Office of Emergency Services, including public education programs, the City's Emergency Operations Plan, Emergency Operations Center, and the RACES and CERT programs involving over 1,400 volunteers. She is a member of domestic preparedness program evaluation groups at Harvard, Stanford and the National Academy of Sciences and serves as vice president of the Collaborative for Disaster Mitigation. Dr. Edwards is a published author of chapters in textbooks and professional books, and of articles in professional publications.

Dr. McGlown works as an independent consultant in prehospital and healthcare delivery aspects of emergency management. She is currently engaged in assisting State Public Health Departments, hospital associations and other clients with medical aspects of emergency and disaster preparedness. In addition to her extensive experience in pre-hospital EMS, nursing, and healthcare administration, Dr. McGlown has broad teaching experience in her specialty areas of EMS, emergency and disaster management, and healthcare delivery issues in emergency and disaster environments. She is a noted speaker on the topic of hospital preparedness for disasters and terrorism for the American College of Healthcare Executives, and is editor of the book, Terrorism and Disaster Management: Preparing Healthcare Leaders for Our New Reality - a top-five best seller and 2004 publication of Health Administration Press (Chicago, IL).

Board Member (2006)

Eric Holdeman is a principal with ICF International's Emergency Management and Homeland Security team. Previously he served as Director of the King County Office of Emergency Management (OEM) where he was responsible for emergency management and E-911 regional support to all areas of King County (which is the greater metropolitan area of the City of Seattle), and for facilitating regional coordination between levels of government and emergency management programs in the public and private sectors. Immediately prior to assuming his position in King County he worked for the Washington State Division of Emergency Management for five years. Eric is a Past President of the Washington State Emergency Management Association (WSEMA).

Jane Kushma is an Associate Professor of Emergency Management at Jacksonville State University in Alabama. Dr. Kushma has been teaching emergency management at the college level for more than twelve years, and has led curriculum development efforts at both the graduate and undergraduate levels at several institutions. She has a Ph.D. in Urban Policy and Public Administration from the University of Texas at Arlington and also a Masters in Social Work from the University of Pittsburgh. Her research areas are disasters and public policy, vulnerable populations, and volunteer management. Previously, she provided support to the Federal Emergency Management Agency, Recovery Division's long-term community recovery efforts for Hurricane Katrina.

Board Member (2006)

Dale Shipley served as State of Ohio Emergency Management Director and was appointed Director, FEMA Region V, by President Clinton. During these appointments, in addition to traditional disaster response and recovery activities, he developed significant new mitigation capabilities, increased communication and warning infrastructure, constructed a state-of-the-art Emergency Operations Center for Ohio, and held positions as President and Legislative Committee Chairman for the National Emergency Management Association (NEMA). Mr. Shipley was a member of the Department of Homeland Security Senior Steering Committee for Homeland Security Presidential Directive 8 and now serves as a consultant to DHS, works with the Center for Homeland Defense and Security, and is Vice President, Emergency Management and Homeland Security, ARMADA Ltd.

For the past eight years, Elysa Jones has been the Engineering Program Manager for Warning Systems, Inc. (WSI) in the design, development and deployment of over 100,000 Tone Alert Radios and numerous software controlled dissemination systems. She currently serves as WSI's Chief Technology Officer (CTO) and Chief Operating Officer (COO). She has served as a board member for the Partnership for Public Warning, works closely with the Emergency Interoperability Consortium, and chairs the OASIS Emergency Management Technical Committee. This committee developed the first emergency data standard for communicating warnings, the Common Alerting Protocol (CAP) as well as the Emergency Data Exchange Language Distribution Element (EDXL-DE) for defining routing assertions for any emergency data. In February 2006, she was awarded the first annual Leadership in Emergency Interoperability Award granted by the Emergency Interoperability Consortium.
