EMForum.org was pleased to host a one hour presentation and interactive discussion Wednesday, January 25, 2012. Our topic took its name from a new course developed by the University of the District of Columbia's National Legal Preparedness Project, with funding from the Department of Homeland Security. The goal of this FEMA-certified, instructor-led course is to enhance the ability of state, tribal, territorial, and local governments, emergency managers and planners, first responders, and VOADs to identify potential legal issues that typically arise during emergencies.

Photo of Angelyn FlowersOur guest was Angelyn Flowers, J.D., PhD, National Project Director, Professor of Criminal Justice, and Graduate Program Director for the University of the District of Columbia's Homeland Security Program. Dr. Flowers has over sixteen years' experience in law enforcement training, working with community-based organizations, and in homeland security efforts. She is admitted to the Bar of the United States Supreme Court, the U.S. Court of Appeals for the D.C. Circuit, and the District of Columbia Bar.
